Streszczenie
Kadra kierownicza radzyńskiej Komendy Powiatowej Milicji Obywatelskiej (MO) w latach 1944-1946
Celem artykułu jest odtworzenie kadry kierowniczej radzyńskiej Komendy Powiatowej MO w pierwszym okresie jej organizacji i funkcjonowania. Analiza tego zagadnienia, jako jednego z elementów składowych procesu przejmowania przez komunistów władzy, ma w ocenie autora podstawowe znaczenie w zrozumieniu mechanizmów jej tworzenia na terenie omawianego powiatu.
Tworzenie w lipcu 1944 r. MO przez członków lokalnych struktur komunistycznych (AL / PPR) oraz osób z nimi sympatyzujących nie było oparte na gotowej koncepcji jej znaczenia i roli w komunistycznych założeniach ustrojowych państwa. W takiej sytuacji nowa formacja była traktowana jako organ porządkowy powstający równolegle do rad narodowych.
Przyjęte w artykule ramy chronologiczne stanowią jeden z najbardziej dynamicznych okresów tworzenia się radzyńskiej komendy MO. Datę początkową stanowi moment opuszczenia powiatu przez administrację niemiecką. Cenzurę kończącą jest rok 1946 r., kiedy to grudniowe raporty Komendy Powiatowej informują, iż na skutek podejmowanych reorganizacji usunięto z szeregów MO zdecydowaną większość funkcjonariuszy politycznie i moralnie nieodpowiadających przyjętym wymaganiom, formując jej skład zgodnie z założeniami pożądanym przez nową władzę.
Summary
The managing staff of the Command of District Civil Militia in Radzyń (the MO) 1944-1946
Reproducing of the managing staff of the Command of District Civil Militia in Radzyń (the MO) in the first period its organizing and functioning. Analysis of this issue, as one of the component elements of process taking over the authority by communist, has in the author’s opinion the basic meaning in understanding of mechanisms on terrain of discussed administrative district.
Creating the MO by members of local communist structures (the AL, the PPR) and persons who sympathized with them was not lent on finished conception of its meaning and the part in communist foundations of structural state. In such situation new formation was treated as authority order coming into being to town council called national council simultaneously.
The received in article chronological frames make up one of the most dynamic periods of creating the of the command the MO in Radzyń. Initial date is moment of the abandonment administrative district by german administration. The finishing caesura is 1946 yr, when the december reports of District Command inform that in consequence of reorganization was removed the most of officers who were nappropriate politically and morally. The MO was formed according to foundations of new authority.
